What is the truth about Designer Dogs?

I am watching Dogs 101 tv show, and they are talking about designer dogs. What? I have never heard of that term. I looked up all over the internet and they are basically just mutts. Is that true? So is it people that want to make their mutts look and sound more fancier, when really they shouldn't look down on them. I would like to know the truth, are they the same?
