My dog is scared of me!!?

I got a dog named chenoa she is a mutt {But really pretty} me and my Family are so nice to her! we have another do Miles {who is a mutt} and she is so sweet to him she always plays with hi I never scold her {Because she is a good dog} and I never hit her but all she does is lick my hand and when ever I try to pet her she runs away my family thinks it's because she lived on dea dog beach before what should I do?
